Project Objectives/Outcomes

  • Profile of non-metallic mineral commodities (‘Development Minerals’); sites of extraction and beneficiation, number and type of businesses in sector;
  • Review relevant laws, regulations, plans and policies that define the governance framework at local, national regional levels highlighting aspects favorable to, or hindering, the sector ;
  • Assess institutional and technical operating environment at national and operational level;
  • Conduct environmental, health and safety, and socio-economic impact analysis; gender and human rights;
  • Undertake market and value chain analysis for priority Development Minerals in Jamaica.

Our Role

The SLR Team conducted extensive stakeholder engagement with governance, production, capacity building, financial, environmental and market actors across the Development Minerals spectrum. The current mining law and draft Mineral Policy were reviewed and recommendations made to bring them into line with international best practice. The project team visited 54 quarry operations to assess the technical, operational, environmental, social and economic impacts and constraints for Development Minerals in Jamaica; mapped current trends, identified target minerals for development under the programme and developed a 5-year Action Plan to focus efforts in the coming period.
