Project Objectives/Outcomes:

In Timor-Leste, the presence of poor water quality and widespread faecal bacterial contamination in water sources and the environment poses a significant threat to the health of both children and adults. This contamination often leads to frequent and prolonged episodes of diarrheal diseases, and in some cases, even fatalities. Currently, the wastewater generated in Dili is disposed of directly into the surface aquifer or is channelled into the ocean through the city’s drainage canals without proper disinfection. These practices have resulted in the contamination of both private and public drinking water wells with faecal matter. The primary goal of the WSD Project is to mitigate faecal contamination in the environment and enhance the quality of drinking water, thereby reducing the burden of diarrheal diseases in Dili. The project involves building a brand-new sewerage system from scratch that will benefit around 300,000 people. By doing this, we aim to reduce this contamination and improve the quality of drinking water in Dili, ultimately preventing people from getting sick.

Our Role:

  • Prepare Basic Designs
  • Develop EIS/EMPs as required for the Timorese Environmental Licensing for the WSD Project
  • Prepare Employer’s requirements for the Design-Build Yellow Book contract and the Works Requirements (detailed design drawings, technical specifications and bill of quantities) for the Design-Bid-Build Red Book Contract based upon the approved Basic
  • Designs and the approved EIS/EMPs
  • Develop tender documents for the contracts
  • Obtain local Environmental License for the construction of the Wastewater Networks utilizing the detailed designs of the wastewater networks
  • Develop resettlement action plans that identify Project Affected Persons (PAPs)
  • Prepare a Gender and Social Inclusion Plan
  • Prepare a final ESIA for MCC approval
  • Perform field surveys, soil investigations, review completed feasibility study work products and Dili Water Supply designs and documents
  • Review piped wastewater collection system recommendations included in Feasibility Study
  • Review Transmission/Conveyance design recommendations included in Feasibility Study
  • Review feasibility studies and the draft ESIA documents
  • Develop a construction and commissioning schedule
  • Prepare relevant sections of the tender documents for the design-build contract, suited for International Federation of Consulting Engineers (“FIDIC”) Design-Build Contract (Yellow Book)
  • Prepare confidential detailed cost estimates
  • Provide advisory services to the evaluation panels
  • Prepare detailed designs of the conventional sewers, simplified sewers, house connections, installation of new toilets and septic system abandonment for the Wastewater Networks within the WSD Project Area 106
